Summary
With Basel III final, the Basel Committee on Banking Supervision (BCBS) intends to make banks more solvent, more liquid and therefore more crisis-resistant. After the turmoil of the financial crisis, this sounds like a desirable goal, but it also means a certain amount of extra work for the banks. The premise beforehand was: Capital neutrality in the aggregate. The new regulations affect the depth of the Swiss banks and appear to have an uneven impact on capital requirements.
For many banks, this specifically means
– Increase the risk sensitivity of the standardized approaches used by banks to calculate their risk weights.
– Limiting the internal models and making them more secure
– Additional work in data collection, structuring and data management, particularly in the mortgage business
– High implementation costs, particularly in the area of market and credit risks
At this event, the three speakers will explain how they have proactively dealt with the new requirements and what impact they have had on their institution.

Manuel Plattner currently serves as the Chief Risk Officer (CRO) at BLKB, a position held since November 2023, focusing on business risk and risk control. Prior to this role, Manuel Plattner worked at PwC Switzerland from June 2011 to October 2023 as a Director and Head of the Competence Center Risk in Financial Services Advisory. Manuel Plattner earned a Doctorate in Political Economy (Dr. rer. pol.) from Universität Basel, where studies were completed between January 1996 and December 2006. - Florian Hunziker, Head Treasury ALM at Julius Baer
Florian Hunziker (FRM) has gained over 10 years of experience in the banking Treasury and Risk environment. He joined Julius Baer in 2018 where he currently works as Head Treasury ALM dealing with interest rate, liquidity and capital topics. Julius Baer is a pure global wealth manager with its main footprint in Europe, Asia and Middle East. Before his job at Julius Baer he has worked for EY and Credit Suisse in multiple roles. He holds a Master’s degree in Banking and Finance from the University of St. Gallen (HSG), completed in 2012. - Urs Bischof, Chief Risk Officer at Berner Kantonalbank AG
Dr. Urs Bischof is the Chief Risk Officer (CRO) at Berner Kantonalbank AG. His curriculum covers more than 25 years of experience in financial services leadership capacities, senior advisory as well as policy maker and regulatory roles . His international experience with globally active and domestic banks cover the shaping of risk management practices, implementing regulatory reforms, and the strategic planning of CFO & CRO agendas. Areas of expertise encompass capital and liquidity management, risk optimization, stress testing, crisis management, and risk governance. Urs benefits from his broad experience with senior stakeholder management across multi-national corporates, international forums, G-20 working groups, and public policy setting roles. Urs also lectures at universities and has worked in Switzerland, the UK, USA, and on projects in the MENA region. - Moderation by Emanuel Hierl, Chapter Advisor of Non-Financial Risk, Swiss Risk Association and Manager at zeb-Switzerland
Emanuel Hierl (CIA, CRMA) is Manager at zeb-Switzerland. He brings over 20 years of expertise in Finance and Riskmanagement as well as Audit and Advisory. Her previously held senior roles at different Swiss Banks e.g. at Basellandschaftliche Kantonalbank (BLKB), Raiffeisen Switzerland and Verwaltungs- und Privatbank (VPB). He is specialized in Governance Risk and Control. Emanuel holds a degrees from the University of of Regensburg, Liechtenstein and Lucerne.
