Summary
In Spring 2025, FINMA implemented an organisational adjustment aimed at further strengthening its role as an integrated supervisory authority. Central to the new structure is the establishment of a cross-divisional function for Integrated Risk Expertise and the merger of the Markets and Asset Management divisions. These changes reflect FINMA’s strategic focus on enhancing its supervisory effectiveness across both financial and non-financial risks.
The aims of this new organisation are to promote a deeper risk expertise, a closer cross-divisional collaboration and more intensified, a direct supervision. In particular, the strengthened ability to conduct FINMA’s own on-site supervisory reviews underscores a clear shift towards more proactive and hands-on oversight.
Keynote
Mrs Marianne Bourgoz Gorgé from the Swiss Financial Market Supervisory Authority (FINMA) will outline the organisation’s recent structural changes and discuss their implications for the supervision of banks and financial institutions. She will explain the rationale behind the creation of the new cross-divisional function for Integrated Risk Expertise and the merger of the Markets and Asset Management divisions, highlighting how these adjustments strengthen FINMA’s role as an integrated and forward-looking supervisory authority. Particular emphasis will be placed on the enhanced focus on both financial and non-financial risks, as well as FINMA’s increased capacity to conduct more intensive and direct on-site supervisory reviews.
In the second part of the keynote, Mrs Marianne Bourgoz Gorgé will present key messages from the FINMA Risk Monitor 2025, providing insights into the authority’s current assessment of the risk landscape facing the Swiss financial sector. The discussion will address major developments across macro-financial, credit, market and liquidity risks, alongside growing supervisory attention to operational resilience, cyber risk, governance, conduct and sustainability-related risks. The keynote will conclude with an outlook on supervisory priorities and expectations for banks, underscoring the importance of robust, integrated risk management frameworks in an environment of heightened uncertainty and regulatory scrutiny.

Marianne Bourgoz Gorgé holds a degree in mathematics from EPFL. She began her career in 1999 in the Risk Management division at Credit Suisse First Boston in Zurich. In 2002 she moved to UBS in Zurich, where, following two years at UBS Investment Bank in the Group Treasury division, she spent several years in charge of risk control as Executive Director and Team Head. Most recently, she was Group Chief Risk Officer at Banque Cantonale de Genève for eight years (until 2021). Marianne Bourgoz Gorgé has been a member of FINMA’s Executive Board since 1 September 2022; until 31 March 2025 as Head of the Asset Management division, and since 1 April 2025 as Head of the Integrated Risk Expertise division.
